Abstract

To examine the development of a viable framework for the enhancement of construction site management practices through an integration of knowledge management (KM) processes ‐ underpinned by case study findings from construction organizations that have implemented knowledge management. A multiple case study approach (that incorporates qualitative comparators with observations made within five construction sites) was adopted. The main aims were to investigate the key problems of site management practices, to observe existing practice in managing knowledge on the construction site, and to present opportunities for improvement. The case study findings revealed that services obstruction, poor site communication and information, incomplete design, local residents, and cooperation and motivation issues are major problems inhibiting construction site performance. They also identified that the site management team used conventional approaches (meeting and observation) to resolve management and technical problems onthe construction site. The site management teams should be prepared to deal with on‐site problems and risks in a systematic and efficient way.KM can help to prevent the site management team from repeating past errors; by capturing best practices, lessons learned,and especially, the solutions to problems that arise on site, similar situations in the future can be dealt with efficiently and effectively.There is little written on how to improve site management practices through knowledge management.This paper focuses on a KM deployment at site management level and demonstrates that site management teams still do not have any systematic methods for the creation, capture, storage, sharing and reuse of knowledge.

Abstract

Purpose

The purpose of this paper is to examine the need to develop building service standard method of measurement (BSSMM) that would provide a home ground advantage and a framework for managing the cost of building services by quantity surveyors.

Design/methodology/approach

A review of previous research on the rules of measurement was carried out. This exercise provides the basis for questionnaire design which was administered to quantity surveyors in Malaysia construction industry.

Findings

The results indicated the need to develop BSSMM. In total, 23 variables were identified as essential features of such standard method of measurement. These variables were grouped into three categories and a priority ranking of them was carried out. The analysis revealed a strong agreement among quantity surveyors on the priority ranking of the essential features of the BSSMM.

Research limitations/implications

Although, the research would assist industry stakeholders in developing BSSMM that reflects local and international best practices, there is need to further investigate how the rules of the BSSMM could be aligned with construction industry classification systems.

Practical implications

The availability of information and computer technology (ICT) tools has transformed the traditional practices in the industry and offered values to quantity surveyors, but if quantity surveyors’ tools cannot be consolidated and incorporated into emerging ICT applications, then QS collaboration will be difficult, and the requirements for electronic data exchange will be impractical. Therefore, this type of standard method of measurement will facilitate cross-referencing and coordination between BoQ and other documents such as drawings, specifications and tender produced by other project participants and thereby lay efficient foundation for effective collaboration of quantity surveyors in BIM model. In addition, the BSSMM will not only comply with local industry practices, it will also be internationally compatible.

Originality/value

Adoption of a structured format based on BSSMM to present building services cost information is essential in view of the increase in the value and complexity of building services in modern buildings. However, there is need to enhance quantity surveyors’ knowledge in the technology and cost management of building services so as to ensure the reliability of cost advice provided to clients. This goal would be partly achieved through education and training of Quantity Surveyors/Cost Consultants in the interpretation and use of the rules of an SMM.

Abstract

Purpose

Public facilities in most part of the world, including South Africa, are poorly managed due to factors including inadequate funding and poor implementation of systems. This study seeks to develop strategies that would help to overcome the barriers to managing public facilities.

Design/methodology/approach

The study adopted an exploratory research design. A semi-structured interview was used to collect qualitative data from the respondents. Purposive sampling was used to select the organizations whereas quota sampling was used to select the participants. The collected data were analysed by means of the thematic analysis technique.

Findings

The study found that 6 main strategies (i.e. adequate and capable human resources, provision of maintenance equipment and systems, adequate budget provision, amendment of procurement systems, root out corruption and effective organization structure) could be implemented to overcome public facilities management challenges.

Research limitations/implications

The data were collected from only one province in South Africa. However, the findings may be applicable to other provinces since most of the provinces in the country share similar characteristics.

Practical implications

The Department of Public Works and other public institutions could use these strategies to mitigate the barriers to public facilities management. This will help to improve the facilities management systems leading to enhanced facilities' value.

Originality/value

Studies on challenges of public facilities management abound; however, approaches and strategies of dealing with these challenges have not received much attention. This study has identified strategies that could help mitigate the challenges associated with public facilities management. Thus, the findings of this study contribute to the body of knowledge on strategies of mitigating public facilities management challenges.
